While digging around to find all 4 parts of Starplex by Robert J Sawyer, in Analog SF&F I finally found the story I was talking about earlier this month. Was in the Jan 2000 issue of Analog. The title is Soapbox Cop Blues by Stephen L. Burns.
It's a neat story, IMO.
